I've had several packages shipped to me from this exact same shipping location, except this one stopped updating since the export customs scan. Usually it departs shortly after but my current one hasn't. Any clue why this is happening or how long it will take to clear?

Seems like its luck. Some packages take days to clear, some take weeks.

Is there a reason for it being stuck in Export Customs Scan so long?
It's still there, and China Post says in the FAQ that if it's been there for more than 14 days, it probably won't pass, especially if it's an item that doesn't contain electronics. Because it says electronics could take 2-3 weeks to pass, but this is clothing, so there is no reason for it to be taking so long.

How long should I wait before I start to worry about it not getting through.

if you do not receive the goods after 30 days of payment date, you should open dispute to seller and claim refund.
