RU404886312NL has nothing to do with china post, it is Netherlands Post tracking number. Some Chinese seller use Netherlands Post to ship battery item. The parcel will be shipped to Netherlands first (takes about 10 to 15 days), then transit from Netherlands to other countries.

I just checked Netherlands Post website, the parcel arrived Netherlands on Oct 15. Normally it will travel 2 to 8 weeks to reach Argentina. You might get your goods in Nov.
