For this tracking number RV192551852CN
i don’t see any changes and there is no ETA there!
Can someone help me, please?

http://track-chinapost.com/result_china.php?order_no=RV192551852CN shows No shipping record. This means your seller never actually shipped anything yet. you might be scammed.

If you paid with paypal/aliexpress, you should open dispute against fraud and claim refund.

here they show me there was a shipping in 07.10.2019... so, they lie about that?

Your seller applied a tracking number from China Post on Oct 7, but never actually shipped anything. This is a typical scam.
