This parcel was shipped from Changsha on 12 May 2019 and on 14 may it reached office of exchange Beijing. But after that no reply or no track where the parcel is. What to do??

RN851445266CN was shipped in May. If you can not get the parcel 3 months ago, it should lost. No need waste time to search this parcel, open dispute to seller for refund asap.

Seller saying some problem in customs so parcel was returned to China post but where it was returned we cannot trace it

If you paid with PayPal/Ali express, you can open dispute for refund even if seller does not want to refund you money.

No. I paid directly to their bank account which was an OT account.

That is why seller does not want to response to you. You have nothing in your hand to control him.

Next time, remember NEVER pay money directly to seller's bank account or western union account. It is very very very very risky. you must use PayPal/Ali express/Amazon/WISH to make payment. These method has buyer protection policy. You can claim refund if you can not get your goods.

Now what can be done? Any complaint portal of China post where we can get some reply? Or anyways of getting money back from seller?

I don't think you can do anything to get your money back. Never pay online order to bank account of seller.
