I am recieving a parcel from China to Germany. It was held by customs for a week and now the status is "Departure from outward office of exchange". Why is it outward office of exchange? Does that mean it is going back to China?

the parcel seems to have some item which is forbidden by German Government. What is inside?

It is just 400 grams of tea.

German Government does not allow importing such things. Not sure how they will deal with these tea. Probably they will return it to shipper or destroy them. If you feel they are wrong, Please contact German customs.

But the import of tea is not prohibited in Germany.

We believe the item in the parcel need some import permit. You can contact German customs for more information.
