My package has been in the same location since the 15th. Where is my package?

LO295656174CN was rejected by airline safety check point on Oct 15. But later it was sent to airline the same day. Not sure if it has passed safety check point again. I am not sure what is the item inside the parcel. But my experience tells me your situation is not good.

I suggest you wait one more week. If you can not see update by end of Oct, you need open dispute to aliexpress/paypal for refund.
