For this parcel is very strange tracking information.

Shenzhen, sent to export customs/security

Urumqi City, leaving the Urumqi Interchange Bureau, the next stop , Wucheng International (via transfer)

Urumqi City, Urumqi Exchange Bureau has been exported directly sealed
2019-07-12 06:33
Urumqi City, arriving at Urumqi Swap Burea

How to explain it?

RV954619233CN arrived Urumqi sorting centre on Jul 12. Normally it should go to China-Kazarkstan boarder in one week. But it was supprisely returned from Urumqi to Shenzhen. Not sure return reason.

It seems that China Post Shenzhen office try to send the parcel by air from Shenzhen again on Jul 19.

I suggest you wait 2 to 4 more weeks and see what will happen. If you are buyer protection is expiring, you need open dispute for non-arrival order refund.
