I have a package, adressed to a Shanghai address, that arrived in Shanghai on May 30 and is customs already since May 30, CL114579741NL - is this normal? Is there anything I can do to make sure it gets delivered in China?

This item is in being processed by customs since May 30. The receiver need call China Post Hot line 11185 ASAP to pay duty and pick up the parcel. Usually this should be done within one week when customs start to process the item. If this is an item returning to seller in China for a refund, it might be acceptable when item arrived China Customs. You might check with your payment company for refund policy.
