CY733363744DE arrived in destination on Feb 24. It is still waiting recipient to make customs clearance. Please contact recipient immediately.

What's the problem? The recipient is unwilling to cooperate. The customs documents should be complete.

I believe this is a return for refund, right? The recipient is playing a game to avoid accepting the parcel and giving you refund.

This is not a customs clearance problem, not even a shipping problem. It is a matter of integrity. You need open dispute to the marketplace(Amazon, Aliexpress,Paypal etc) where you purchased the goods. If other buyer filed similar dispute against this bad seller's cheating activity , he/she will have trouble.
