How can claim fraud against a website where i cant contact them through email or telephone they wont reply ?

In order to report fraud and claim refund, you must make sure the payment was made by paypal/aliexpress/amazon which has buyer protection system. If this is the case, you can open dispute to such payment company and claim refund. If you paid with cash, western union etc, you can not get your money back from cheaters.
