Hi package say delivered but was delivered to another state EB830315314CN

usps.com show the parcel was delivered to LONG ISLAND CITY, NY 11101 . USPS won't make such stupid mistake. The only possible reasons are:
1)The shipper printed wrong address
or
2)The seller gave you other people's tracking number.
3)Shipper shipped some junk to LONG ISLAND CITY, NY 11101 and he needs a "delivery" status to claim payment from credit card payment gateway.

No matter what reason, you need open dispute to paypal or your credit card bank and claim refund.
