Post pick-up package in China ?

My package CY520291283DE sent from Europe to Ningbo/Zhejiang arrived last week in Ningbo but the addressee did not get a message where to pick it up. It was not delivered to his address.
That's the status:

2019/11/30 12:46 Item arrival at collection point for pick-up 31510073

Could be he has to pay duty but he does not know where to pick it up.

CY520291283DE is in University of Nottingham Ningbo China Post office. Call Postman 左值林，phone number ：15205747158 to pickup the parcel.
