I returned an order and it is now at customs in China.
the recipient refuses to contact the customs office.
What can I do now?

I tried that, but they told me it’s not possible, because China is a foreign country.
Is it possible that I give you the tracking ID and you contact the customs and you tell them that it is a return and that they should send it to the recipient

Your seller doesn't want to accept the return. He intensionally doesn't want to refund you the money.

But what can I do now?
He doesn’t want to help me with the order, but I’m also not interested in the order.
He told me that he will refund the money when the order arrives at him.
So I have to find a way, how to tell the customs to send the order to him.

China Post policy requires that delivery is subject to that receiver properly completes customs clearance and duty payment.

Some bad sellers take advantage of such policy and avoid to take the refund responsibility.

If this is your case, then you need contact the marketplace (aliexpress, paypal, ebay which every you paid money to), and report fraud. Or you can call your credit card bank to file charge back. This is a kind of fraud.

I spoke to PayPal, but they told me that they can’t help me, because their service is only available in some cases.
An my case isn’t such a case.
The delivery service here in Germany told me that I have to contact the customs, so that they send the order.

you need to tell paypal that it is a fraud.
