I know for sure other people have received their contacts from them, is there a reason why mine were denied at first ?

If is hard to say reason. It is like US visa officer, some officers issue visa to foreigner very friendly, some officer is very strict. It really depends on the scanning officer's personal decision. Hope your parcel can meet a lazy officer.
