Why am I still waiting for masks ordered on April 3rd. I live in Detroit, Michigan U.S.A.

http://track-chinapost.com/result_china.php?order_no=LY176040705CN shows the parcel was received by China Post on Apr.27, and handed over to airlines on May.15 in Shanghai, it is still waiting for the flight space to USA.Most international flights in China have been canceled due to the coronavirus outbreak. China Post does not have enough air space.
It is normal for a parcel to arrive USA about 54days, but some parcel did take 117days to arrive, suggest you wait patiently and watch for your buyer protection period and ask an extension if it is running out soon,or open dispute for a refund.
