http://track-chinapost.com/result_china.php?order_no=LO716426339CN shows your seller delayed shipment for 20 days. The parcel was actually shipped from Changsha to Belgium on Jan 15.

Normally such ePacket will take 2 to 3 weeks to reach Europe, you need wait some more time.
