I bought an item from Ebay on November the 7th with the following tracking number,
LL831735595CN,it never worked.I also contacted Ebay regarding this matter and they told me that according to their records the seller appeared to have shipped the goods on November the 8th. Is there a way to verify that the goods have been shipped?

http://track-chinapost.com/result_global.php?code=LL831735595CN shows No shipping record. This means your seller did not ship anything to you. You are very likely to be scammed.

You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to ebay/paypal against fraud.
