Post Item delayed at the Customs

Hello. The tracking system shows my item is delayed at the Customs cause a proof of value is missing. Nobody told me it will be required to confirm a proof of value in China. What can be done about it? CA140017639AT

CA140017639AT is waiting in China customs waiting for import customs clearance.

China Post should have sent a text message to receiver and ask him to make customs declaration. But so far the receiver haven't done it.

Is it a return for refund?
