LX164110633CN is this a scam and if not why does it say that it keeps returning back and forth at the airport please help asap

http://track-chinapost.com/result_china.php?order_no=LX164110633CN shows the parcel was rejected by Safety Check point on Jun 19. You won't get it in future.

Please open dispute to seller for refund.
