I placed an order on 23rd October. I was given the tracking number LM209582391CN. There is STILL no shipping record. Have I been scammed by naturalperiwig.com?

http://track-chinapost.com/result_global.php?code=LM209582391CN shows No shipping record. This means your seller never actually shipped anything yet. you are scammed.

If you paid with paypal/aliexpress, you should open dispute against fraud and claim refund.
