CY293317978DE , bei der Sendung handelt es sich um eine Retoure / Rücksendung. Weshalb muss der Empfänger erneut eine Zollerklärung abgeben, dies habe ich bereits getan.

CY293317978DE – this shipment is a return. Why does the recipient have to submit a customs declaration again? I have already done so.

Obviously the seller is playing a game in order NOT to refund you money. This is not a shipping problem, this is an integrity problem. You need to tell your marketplace that the seller does not make customs clearance in order to refuse refund. Then open dispute and claim refund. If your marketplace is Amazon, ebay,Aliexpress which have buyer protection system, you will win the dispute.
