I am facing an issue with a return shipment sent back to China. According to the tracking history, the package has arrived in the destination country, but it is currently being held (likely by customs).

The problem is that the recipient/importer in China is not responding or taking action to clear the shipment.

Status: Arrived in China, currently on hold

Type of shipment: Return of goods

Issue: Recipient refuses/fails to cooperate with local authorities/courier

What are my options in this scenario?

I am not sure. The merchant insisted on a return, but has been silent ever since. They also have the tracking information, but they are no longer responding to our messages.
