I mailed this package (returned goods) on 5 November 2019. It has been held up at Zhengzhou, Henan, since 17 November for customs processing. I cannot claim a refund from PayPal until the package has been delivered.

I have been in touch with PayPal about this transaction. They said: "It does not matter if the seller picks up the item or not as long as the post office can confirm that it either has been attempted to be delivered, or that a pick-up notice has been sent or if the product has been destructed by the mail service. As long as you get this on a sheet of paper with a signature by this post office, we will be able to use this as a valid document for your case."

Please send me a signed letter confirming that a pick-up notice was sent to the seller.

CD737263375NO arrived destination (Zhengzhou) customs on Nov 18. Receiver need go to the customs to pay duty and pickup the parcel. China Post will not send you a signed letter to confirm pickup-notice. But the tracking result has showed the noticed has been sent to receiver. You can tell paypal to refund you money.
