The might be of following reasons:
1) You didn't write recipient's mobile phone number in the parcel? If this is the case, your recipient will have trouble to make customs clearance. You need to ask recipient to call local customs brokerage number 0592-5680290 and see if they can help him to make customs clearance.

2)The recipient does not want to make customs clearance. Many bad sellers often play such dirty game to avoid refund. If this is the case, you need contact marketplace(in your case, Aliexpress) and file complaint against seller.
