I ordered an item in ebay on Oct 11, according to 17Track it's still stuck in "已 Sent to airline空公司运输China Post" since Oct 27..
Should I wait any longer, or ask for a refund?

Item is: RM981916987CN

Delivery times to Israel are weird, parcels usually arrive in less than 30 days, but a significant number (10-15%) go longer.

If your buyer protection period is getting close to ending, definitely ask the buyer to extend it. If they can't or won't, then ask for a refund.
