Post Package hasnt arrived for over 2 months.

The tracking says arrived in Canada and send for further processing. That was 2 months ago. I called Canada Post and they can't help. I call the border agency and they said they never received it. Now I'm trying to contact China post bit I don't know how. The sender said China post doesn't have it either so who is responsible for the lost package and what can I do? LO350813853CN

Canada Post website shows the parcel arrived Vancouver airport customs in RICHMOND,BC on Nov 3. It is still held by Canada customs. not sure what is the reason. You may call Canada Post for further information.
