Track # LX136244651CN and LZ079484016CN seem to have been sent to airline months ago and then nothing. What is happening China? Is it a lost cause? Do I seek a refund?

http://track-chinapost.com/startairmail.php shows LX136244651CN arrived Toronto on Jul 1st. But not released from Canada customs yet.

LZ079484016CN is still in China waiting for flight space to Canada.
