Post item refused by adressee/ item returned to sender

I ordered from Poppy & Bobby. They sent me the order adn while I was tracking it I discovered that it arrived on March the 9th but it's written "item refused by adressee/ item returned to sender". Maybe at that time no one was home so now how can I get my order?? Is it really returning to the sender??
I contacted Poppy & Bobby but they don't answer. Please answer asap.

If the parcel was returned to sender, you can not get the goods back. If you paid with paypal/aliexpress, open dispute to seller for non-arrival order refund.
