Post The Longest delivery ?

I ordered an item from China on 23rd April 2020. It was posted on 24th April 2020 and i received a refund as the item was not received after nearly 100 days. To my surprise the item was delivered today, that is 139 days since it was posted! Is 139 days a record for a small packet to come from China? How can i now tell the seller i want to send back his refund?
