Post Shipping that did not arrive after payment!

Hello my name is Shlomi Bachar
And made an order through DEAL VS DEAL
The payment was successful but the shipment did not!
Why? And what can be done about it?

This is the content of the message I received:
Your shipment couldn't be delivered
According to China Post, your order couldn't be delivered as planned. Please contact China Post to arrange another delivery attempt.

Israel Post website shows כנות תל כביר, תל אביב-יפו, הגיע ליחידה לשם מסירתו לנמען (מספר מדף ג-793)

The parcel now is in Israel and it should have delivery problem. You need contact your local Israel Post office to pickup the parcel.
