Post Package stuck in Beijing Customs

Hello,

My parcel sent from the UK with the tracking number RY270516180GB has been in Beijing customs since the 02/09/20. I have spoken with Royal Mail who have said they have passed on a CN23 form to Beijing customs, to try and release it. However it has remained there. They have advised the recipient of the parcel to phone the customs office phone number 010-64563396 / 64566270 to release it, however she cannot get through to anyone. Is there anything else we can do to get this released as soon as possible?

http://track-chinapost.com/result_global.php?order_no=RY270516180GB shows your parcel arrived Beijing customs on Sep 2. Receiver needs to call China Post hotline 11185 to arrange customs clearance and pickup the parcel asap.

Thank you. The receiver has phoned 11185 several times and they have said that she will have to wait for customs to check her parcel. Is this correct? It has been in customs since 2nd September, is there anyway this could be released as soon as possible?
