I got an email from the seller a week ago saying my package has been shipped and a shipping number (RV311442152CN) but when I enter the shipping number it says there is no shipping record?

http://track-chinapost.com/result_china.php?order_no=RV311442152CN shows No shipping record. This means your seller never actually shipped anything yet. you might be scammed.

if you just got this number, You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to aliexpress/amazon/ebay/paypal against fraud.

When entered tracking number it comes back with, "no shipping". What does this mean, and how do I contact seller's?

No shipping record means your seller never actually shipped anything yet. you might be scammed.
