usps.com website shows the parcel stuck in Your USPS facility in ISC NEW YORK NY(USPS) since June 21, 2019. This is bad news. Normally if parcel arrived USA over 2 weeks and not being delivered, it means the parcel was lost by USPS.

You should open dispute to seller for lost parcel refund.

So the package was lost in New York? So now I have to contact the website I bought it from for a refund?

yes. you need contact your seller website for refund or open dispute to PayPal for refund if you paid with PayPal.
