Hi,
My order # LY045148899CN was shipped over 3 weeks ago and has not moved. Is there any information you can give me on when I can expect to receive it ? Thank you for your time.

http://track-chinapost.com/startairmail.php shows LY045148899CN was shipped from China to USA on Mar 28. It is still in China waiting for flight space.

Coronavirus has cancelled more than 90% airline space to USA. China Post has serious shipping space shortage. So some delay is normal, no need worry. Now is too early to predict arrival time. Please wait one or two more weeks to see what will happen.

After parcel arrives USA, usps.com will show arrival info.

If your buyer protection is expiring, you might need to open dispute to claim your money back first. After you get the parcel in future, then pay back to seller.
