I ordered a product and it got delivered today it is not what I ordered I ordered a ridamial and I've been sent a potato peeler
Big difference considering the price I paid .
How do I claim a refund

You purchased from a scam website. You need open dispute to PayPal or report fraud to your bank/credit card company to report fraud.
