http://track-chinapost.com/startairmail.php shows the parcel arrived Japan in Feb , but failed delivery. It has been returned to shipper in Shanghai.

you can not get it back. it was returned to shipper.

if you paid to ebay/amazon/paypal/aliexpress, you can contact their customer service and open dispute for non-arrival order as per buy buyer protection policy. If you paid to other websites, check if they have customer service and buyer protection policy.
