Post Parcel stuck on "Departure export customs"

Hello, It's been over 10 days since my package has supposably left China but it hasn't updated in over 10 days and I don't think it should take that long to get on a plane and go through customs.
In Canada post' s website it says "International item has left originating country and is en route to Canada" but also hasn't updated it over 10 days.

I'm wondering if it's has to do with Canadian customs or is just te normal speed for all parcels.

http://track-chinapost.com/track_global.php shows the parcel left china on Oct 4. it will wait in Canada customs for import processing. this might take about 2 weeks, please be patient.

Do you have any idea why the Canadian custom process is very slow?
I'm just wondering because I've ordered thing from China before and they went through customs within 2 days.
