Post Package returned to customs in Shanghai

Hi,

I shipped a package from the US to Shanghai in September. A single delivery attempt was made and then I was unable to request another delivery attempt or find where I could pick up my package. I have already called the hotline 11183 and they said they did not have my tracking number (CH024460338US) in their database. When I search online it is there, but it has no information after the failed delivery attempt. USPS said the package was sent back to Customs, but I have been unable to reach the customs office too.

How can I pick up my package? Alternatively, how could I request return to sender?

CH024460338US should be lost in Shanghai if 11183 can not find the this parcel.
