It has not moved since April 12 what is going on?

nothing is wrong. ePacket to USA is slow since Mar 2017, you need some patient.

based on our user reports, ePacket to USA need about 3 to 5 weeks.

the parcel looks like to be departed to the USA. It has left the US and enroute to your location. You cannot know the exact location, since china post does not do that service.
