http://track-chinapost.com/startairmail.php shows the parcel was shipped on Jul 18. Normally such epacket parcel should arrive Mexico in 2 to 4 weeks. It must have some problem.

I suggest you wait one more week, if you can not get it by Aug 24, open dispute to seller for refund.
