RS391692752CN is moving from one transit station to other, obviously seeking for customs clearance. Should I wait a little more or open a dispute with Aliexpress immediately?

your parcel delayed in Guangzhou for 4 weeks. It seems transit to Beijing and going to your country. If your buyer protection is expiring, open dispute, otherwise keep waiting.
