1. Your tracking number is a valid tracking number. Unfortunately the parcel was never receive by China Post. In other words the parcel was never mail.

2. This is the tracking I found:
Number: RJ803994170CN
Package Status: Not Found
Destination Country: Unknown
Origin Country: China
Item is not found at this moment, If necessary, please verify with the package sender and check back later.

You need push seller to ship the goods immediately. Tell him if you can not track real shipment info in next 3 days, you will open dispute to paypal/aliexpress/amazon/WISH against fraud.
