http://track-chinapost.com/result_china.php?order_no=RY281916740CN shows only result "shipping notice received from seller". This means your seller told China Post he plans to ship the goods but never actually shipped anything yet. You are scammed.

You should open dispute to aliexpress against fraud shipment.
