http://track-chinapost.com/startairmail.php shows the parcel is waiting in Guangzhou airport for one month. It should have some problem there. I suggest you wait 2 more weeks, if you can not get it, you should open dispute to paypal/aliexpress for lost parcel refund.

However the seller and my country post office staff said this is a surface mails from their record, is it possible, I though the registered surface mail should start with CP rite. But my Parcel start with RC.

what is the weight of your parcel?

if parcel is over 2kgs, it will go through surface mail otherwise it will go through airmail.
Normally surface mail will start with CP and airmail will start with R.

However, this naming rule is not always effective. Occasionally surface mail can start with R and airmail can start with CP. The most important factor to decide surface or airmail is the weight not tracking number.

is a electrical PCB board, is this consider a sensitive item which cannot sent by airmail??

PCB board should be ok to go to airline as long as it is less than 2kgs.

okay , the seller paid rmb 50.00 for less than 500g is that enough for small parcel mail send from China to Malaysia by air.
