The sender claims my package LZ594363521CN was shipped
on 18th July. I can't see any movement in the on-line tracker.
Has my package been lost, mislaid or never given to the post office? Am I wasting my time waiting for a delivery?

http://track-chinapost.com/result_global.php?code=LZ594363521CN shows No shipping record. This means your seller did not ship anything to you.

If you paid with paypal/aliexpress, you should open dispute against fraud and claim refund.
