Hello,

My epacket sent from China to Germany (tracking number: LZ429256975CN) seem stuck at customs in Frankfurt.

I can see this message:
Your item was not delivred successfully( DEIPZ Frank) at 2018-06-21 19:23:00
Reasons for unsuccessful delivery：21

I can see this message:
Unsuccessful delivery, IPZ Frank, Payment of charges/Item being held, addressee being notified

It seems it's not useful to call custom, the carrier has the information I need to know but what is the problem exactly and what should I do?

LZ429256975CN is in the hand of Germany Post. China Post has lost control of this parcel.
Only Germany Post know where it is now. You need find someway to contact Germany Post and make redelivery.
