Post Tracking number only works in China?

Hi, so on 2 July, I ordered from aliexpress (tacking number: 03325189985)
The last update I see on the tracking number is on 8 July
I contacted the seller and asked why this could be, so he said that the tracking number only works in china? Any info on what that means?
Then I told him that it wasn't shipped out of china so its not logical that the tracking would just freeze for 18 days
He still hasn't replied

1. This is the full tracking of your parcel:
Parcel No.03325189985 tracking result
2016-07-04 18:04:59.0 Electronic Data Received
2016-07-08 16:42:58.0 Wuhan process center received
2016-07-08 22:16:00.0 Wuhan process center customs scan
2016-07-08 22:23:00.0 leaving Wuhan process center

2. This type of parcel you are getting is what is call China Post Ordinary Small Packet Plus. It only can be track in China and it's the most economical way to send parcel overseas. It can take from 30 to 60 days to be delivered.

3. Those type of parcel have the last priority when it comes to board an Aircraft. Your tracking stop but does not mean that the parcel is not moving at all, it's continuing it's route to your country Lebanon.

Thank you for your help,
just one question: does that mean that I can't track my order in the destination country on ANY website? There's a libanpost website and a track-chinapost.com glowbal tracking site. Would it be trackable on those websites when it is in the destination country?

1. Unfortunately not one tracking site can track your parcel out of China because the parcel is just like a letter outside China.

2. They might be some Country Post that will put a sticker with a number on them, but those number are not known from us (public) and can not be track.
