Obviously your seller did not ship you correct item.

if you paid to the marketplace like paypal/aliexpress/amazon which have buyer protection policy, you should open dispute to the market place customer service for reason of "item not as described" . They will refund you money.

No I paid with debit card, I reached out to the vendor but has not replied.

paying with debit card is very very dangerous. You can not get refund if you are scammed or parcel is lost. Next time please use paypal/aliexpress/amazon to make payment.

yes. If you received an item is very very cheap and not what you ordered, it is very likely to be a scam.
