my package currently says on route but it has said that for nine days and i have been waiting past the 7-10 days they said it would take to get here? So my question is does on route mean that it is on its way to USA? tracking says its going to chicago from beijing.

1. Since you did not provide a tracking number it's hard to give you an answer. But I suspect you are talking about a parcel sent by E Packet to USA. If that is so, then:

2. Normally parcel to USA can take 7 to 9 days to arrive, then it's up to USPS to scan the parcel, then it goes to Customs for clearance, then back to USPS for delivery.

3. Normally in the best condition should be deliver to you in 6 to 12 Working days and in wrong condition can take up to 35 days calendar days.

4. If you are not talking about E Packet then provide the tracking number.
On Route or In Transit means the same thing going to the next location.

1. Your parcel has been on the road for 9 working days. You need to be patient and continue to track your parcel on the USPS site for any new movement.

yes. LW415635403CN left Zhengzhou for Chicago on Jun 16. but you still need wait about 2 to 3 weeks to get the parcel. USPS import processing sometimes is very slow.

Mine has not moved in over 5 weeks. Could you please see why my package has been sitting for 40 days?

LW460725348CN should be seriously delayed or lost in USPS import center. I suggest you open dispute to seller for refund.
