Post Is there such a thing as untracked HK Post international packages?

That's basically my question, aren't ALL HK Post international packages tracked in some way? I have an eBay seller trying to say they sent a package over a month ago via HK post, but they cannot provide a tracking number or really any proof of shipment.

I already know about buyer protection, refund and all that and I'm not interested in anything but receiving this item. Thanks!
